How did this affect the students, both in and out of the dragon army? Do you think this is necessary/fair

During Enders game, the administration if the battle school tossed away the rules of the battle room as they applied to dragon army.

I'm not sure what chapter you're referring to in this question, but I believe it's Chapter Eleven? On another note, what do you mean by the administration? Are you talking about the fact they're assigning the Dragons to two battles in one day?
