Please help me answer several questions involving the book ender's game.

Like:

During ender's game the administration of the battle school tossed away the rules of the battle room as they applied to dragon army. How does this effect the students both in and out of dragon army? Is it fair?

The Dragon Army was defunct for several years but is resurrected with the command given to Ender. The superiors know that Ender is good but they wanted to see him improvise during battle. They wanted to give Ender the freedom to do what he does best, think outside of the box. That is why they toss the rule book out.
