1. He tells Ender that buggers evolved from ants and they communicate through their minds.They think humans are inferior.
2. Everyone thinks that the 3rd invasion is the buggers attacking Earth again.
3. Because we can't communicate with them to understand why they attacked us, and we want to survive.
4. Graff can't take a chance on himan extermination.
