In the First 6 pages of Child of God Can you identify the narrator of that page? A resident of the area? An official person of the law? Someone else?

There are three narrators in this story. In the part you are referring to we encounter a group of un- identified narrators from Sevierville. THey are certainly third person and rather dispassionate. I'm not sure we can read anymore into them.
