why would isabel and curzon be foil character?- with evidence from text, no page #s

I'm not sure I see these two as foil characters. They share many of the same traits. Curzon's relationship with Isabel goes beyond enlisting her service as a spy, he really cares about her. Both are interested in politics. Perhaps one can say that Isabel is rather weak where as Curzon is stronger and has more of a sense of purpose.
