In my opinion, the doctor is referring to the fact that the epidemic is not discriminatory. Everyone is susceptible, there are no variations to the disease, and there is no treatment. The second part of your question seems to relate to establishing facilities to cope with the number of cases.... the institution mentioned above opens up beds in addition to those available in hospitals. This actions would be similar to the many coversions of ships, building, and even tented areas in parks that were erected in response to COVID-19.
