How does Bay escape to the above?

I am doing a project for atlantia and it doesnt say anything about how bay leaves

In Chapter One, after Bay declares her intent to leave Atlantia and go above, she is snatched by the peacekeepers and immediately transported Above. She isn't allowed to say goodbye to anyone.
