Napoloen favors building the windwill. Do you think he really supported constructing the windmill all along? why or why not?

Napoleon flip flops ver the windmill. Initially when Snowball wanted it, for good reasons, Napoleon opposed it. He opposed it largely because it was Snowball's idea. After Snowball is run off, Napoleon is all for it, the windmill becomes his idea. Yes, the windmill was a good idea that would drastically cut the animals' workload. Napoleon, however, only wanted as a political tool.
