How does Joe Keller prove that Steve was a weak man?

Joe wants to portray Steve as weak in order to cover his own weaknesses and his own culpability. At one point Joe criticizes Steve for being a pushover and weak while playing up his own financial success. Joe wants people to see Steve as an easy suspect for the faulty plane parts.
