What did Rashad do, right or wrong, during the entire incident at Jerry’s? Did his actions warrant his arrest?

The only thing Rashad was guilty of was reaching into his backpack for his phone. He did not steal, he was not disrespectful, and he attempted to explain the situation to the officer. His actions did not warrant arrest.
