Who has become the President of the United States? Why is this unusual, and why does this happen?

Mrs. Vanbruuker-Brown, the Secretary of Health, Education and Welfare in the President's Cabinet, became the President of the United States. This is unusual because of her place in government. She became the President because all of her superiors were killed as a result of the bombing.
