What often happens to the most gifted member of the Proletarians?

Gifted members of the Proletarians are often "promoted" to the Outside Party, an upper echelon of society in which people had specific privileges. They, for example, the people might have more food, they might have responsibilities for society and its inner workings, and they often are given more freedoms. In a sense, they seem to have the ability to "think" for themselves, but in fact, they are more in tune with the Party thinking.
