I think the basis, as far as the party in Oceania is concerned, for different parties is to maintain control over its own people. We never really know if Eurasia or Eastasia even exist. The Party needs a perpetual enemy to keep people in line with their very narrow fascist ideology. Other parties or governments merely exist to support a common fear in the people.
